4 sts and 6 rows = 1" on the bulky at TD8 using Vanna's Choice yarn
Finished Measurements:
Waist: 17" (18", 19", 20").
Length: 14.25" (15.5",16.75", 18.5").
I am using a metal bed machine so for the Bond or other machines that do not have a cast on comb or just weights on the ends, then you will need to cast on with what you have, like the black hem and WY and then a row of ravel cord. Then bring the needles out to HP and closed cast on with MY. Push needles to FWP and make sure latches are open and continue knitting.
CO 72 (80, 88, 96) sts.
Knit 12 rows.
Put TD to 10 and Knit 1 row.
Knit 12 more rows (RC 13).
Remove weights and comb so that you can hang cast on edge onto the hooks. If your still with the Black Hem on the Bond, then hook about 4 or 5 sts on each end, then go to one side and hang the rest.
Push work behind open latches. Again if the Bond, push the needles back to FWP making sure latches are open.
Knit 36 (39, 42, 48) rows.
BO 2 sts at each end of work and center 4 sts.
If using an intarsia carriage as I show, then put 2 yarn cakes/cones on floor and knit by laying each yarn over open hooks. If you don't have the intarsia carriage, then push one leg needles to HP and work the other leg and finish off, put counter back to above and do the other leg.
Now K up 40 (43, 46, 51) rows for the legs.
Knit 1 row at TD10.
Knit 8 more rows.
Remove weights and comb so that you can bring the material up as I show and hang that row to close the folded hem.
Sew up the leg inseams, crotch and back seam. Only sew the outside of the
waist folded hem.
Insert enough elastic so that it is not bunching up or too loose.
Sew final waistband seam, weave in ends.
Now also you can make the legs shorter, so instead of working them to a certain row, just do less and maybe rib instead of the folded hem.
