On the bulky Elna 2300/2350, I got 3 stitches and 5 rows to 1 inch with 2 strands of 3/15 coned yarn, with the ribbing stretched out. Most times I do not stretch the rib out but in this case I did.
This is for an adult woman, fits me pretty well
Cast on the 3 row tubular cast on with your double bed in 1 by 1 rib (you can do a different rib), 65 stitches
After the tubular cast on is done, put tripper to start counter
Knit 10 rows TD3/3
Knit 65 (or 66) rows at TD5/5
Knit 10 rows TD3/3
Bind off
Repeat for the other leg
NOTE: I did take 1 ply of that same yarn and did Full Needle Rib and it come out the same, the stitches were looser but those will be for the fall and the double stranded ones will be for winter
ANOTHER NOTE FOR KNITTING MACHINES ONLY: You can knit the beginning and ending rows and reform to rib and knit the leg part in Stockinet Stitch, do not see why that wouldn't work either.
So what you have to do, is measure around the calf of the person it will be for, and then multiply your stitches per inch by that and then take your rows per inch and multiply that by how tall you want them to be. But most likely with knitter only leg warmers, the bottom will be as round as the top, so one may want to even decrease down a bit but you have to remember to have room enough to get the warmer over the foot.
